Commitment is the central concept combining the two parts within this paper. One part includes the structural analysis of regional development to see where and how community work can be found. The other part explores biographical incidents in a rural community setting that contribute to being proactive and as a result establishing an identity of shared commitment. Both topics are analysed by biography research. The conclusion of this paper is that socio-pedagogical ways of working can strengthen participation in processes, in the structure of the regional development as well as at the base level of the rural community.
