Kann Case Management in die Haftentlassenenhilfe in Wien implementiert werden?

Die Arbeitsweise des Case Managements kann bei Multiproblemfällen von
KlientInnen, welche die Bereitstellung mehrerer HelferInnennetzwerke bedürfen,
angewendet werden. Aus diesem Grund ist eine Implementierung der Methode in
Organisationen, die in der Haftentlassenenhilfe in Wien tätig sind, denkbar, da sich
auch hier viele KlientInnen mit mehreren Hürden, zum Beispiel Arbeitslos, kein
Wohn- beziehungsweise Schlafplatz, fehlende Sozialversicherung oder Schulden
konfrontiert sehen. Aber auch der starr wirkende Charakter der Arbeitsweise könnte
Haftentlassenen den Weg aus dem starren System der Justizanstalt erleichtern,
wenn sie nicht sofort auf sich alleine gestellt sind und die anfangs stark anleitende
Funktion des/der Case ManagerIn im Betreuungsverlauf immer mehr zu Gunsten
der Selbstständigkeit des/der Haftentlassenen reduziert. Jedoch müsste vor einer
möglichen Einführung eine allgemeine Information der beteiligten Personen über
Case Management passieren, sowie die Bedeutung und der Inhalt des
abzuschließenden Vertrages abgeklärt werden. Auch ist eine bewusste Aktivierung
von formellen und informellen Hilfesystemen für eine ganzheitliche Betreuung und
Unterstützung von Nöten, wobei gesagt werden muss, dass derzeit in der
Haftentlassenenhilfe eine Zusammenarbeit mit professionellen HelferInnen der mit
dem sozialen Netzwerk der KlientInnen vorgezogen wird. Die Ausübung von Case
Management sollte von Personen vollzogen werden, welche zumindest eine
psychosoziale Ausbildung abgeschlossen haben. Einzig der, bedingt durch einen
höheren Arbeitsaufwand benötigte höhere Personalaufwand könnte einer
Implementierung der Arbeitsweise entgegenwirken, wenn den Organisationen die
Gelder hierfür fehlen würden.
The method of Case Management is used to solve multi-problem-cases of clients,
where different helping organizations are involved. Because of the fact, that many
people released from prison suffer under problems like unemployment, no sleeping
or living place, the missing of a social insurance or the confrontation with sometimes
high debts, an implementation of this working method into organizations which work
with released prisoners in Vienna seams to be possible. Also the inflexible character
of Case Management could help from prison released people after their time of
resocialization to be able to live the life autonomous because the work of the Case
Manager changes during the support from a guided way into a supporting way,
where the client has to handle his life on his own. But there are some facts which
have to be pointed out and where a main focus should be put on before an
implementation is expedited. One thing is to inform all the people, involved in the
helping process, about the method. The contract where the rights and duties of the
client, the Case Manager and the other helping persons are written down should
also include the authority of the Case Manager to prevent potential future conflicts.
The person who appears as Case Manager should at least be educated in a
psychosocial profession, like social work. The main fact against an implementation
of Case Management in the work with prison released people is that because of
more intensive work for the Case Manager, the organization has to engage more
people to keep the working standards on the same level.
