o:691 Situation und Integration von subsidiär Schutzberechtigten in Wien und Niederösterreich de St. Pölten, FH-Stg. Sozialarbeit, Dipl.-Arb., 2009 Die vorliegende Arbeit trägt den Titel „Situation und Integration von subsidiär Schutzberechtigten in Wien und Niederösterreich“. Subsidiär Schutzberechtigte sind eine spezielle Gruppe von AsylwerberInnen, die eine Aufenthaltsgenehmigung für die Dauer von einem Jahr besitzen und in rechtlicher Hinsicht teilweise anerkannten Flüchtlingen und teilweise AsylwerberInnen gleichgestellt sind. Sozialhilfe und Leistungen aus der Grundversorgung stellen häufig die einzigen, gesicherten Sozialleistungen für die genannte Personengruppe dar. Zur Beantwortung der Forschungsfragen bezüglich Situation, Möglichkeiten und Hindernisse der Integration von subsidiär Schutzberechtigten in Wien und Niederösterreich, wurden Befragungen von KlientInnen und ExpertInnen mit Hilfe von Leitfäden geführt und mittels Kategorienbildung ausgewertet. Als „Integration“ wird in der Arbeit die Eingliederung von Einwanderern in die Mehrheitsgesellschaft, für deren Gelingen beide Gruppen Verantwortung tragen, gesehen und speziell auf die Bereiche Spracherwerb, Arbeit, Wohnen und Kontaktaufnahme zur Aufnahmegesellschaft eingegangen. Die Situation von subsidiär Schutzberechtigten in Österreich ist sehr individuell, weist jedoch große Ähnlichkeiten auf. Der unsichere Aufenthaltstitel setzt die KlientInnen unter Druck, löst Zukunftsängste aus und bringt Integrationsschwierigkeiten, vor allem in Bezug auf Arbeit, mit sich. Weiters wird die Zusammenarbeit mit Behörden und die Kontaktaufnahme zur Aufnahmegesellschaft durch ein Informationsdefizit der Bevölkerung über das Asylwesen beeinträchtigt. Auch der oft schlechte gesundheitliche Zustand der KlientInnen und ihre oft prekäre finanzielle Situation wirken sich negativ auf die gesamte Integration aus. Häufig muss die Arbeitsaufnahme dem Spracherwerb vorgezogen werden und die KlientInnen müssen sich unter ihrem Wert am Arbeitsmarkt verkaufen. Trotzdem werden die Sprachkurse in Wien und Niederösterreich gut angenommen, sind jedoch vor allem in Wien nicht genug differenziert. Basierend auf den Änderungsvorschlägen der befragten Personen zur Verbesserung der Situation von subsidiär Schutzberechtigten werden Handlungsempfehlungen für die Sozialarbeit und die Politik angeführt. Situation and integration of refugees with subsidiary protection in Vienna and Lower Austria The present paper carries the title „ Situation and integration of refugees with subsidiary protection in Vienna and Lower Austria “. This is a specific group of asylum seekers with a residence permit for the duration of one year. Concerning their legal rights, they are partly on par with legal refugees and partly asylum seekers who are still in the process of getting a legal status in Austria. Social welfare assistance and achievements from the basic supply represent frequently the only, secured social security benefits for the person's group mentioned. To the answer of the research questions concerning situation, possibilities and obstacles of the integration of refugees with subsidiary protection in Austria, clients and experts where interviewed and the results were organized in categories. The word „Integration “ is defined as a process in which the foreigners who came to Austria and the local population should become one. Both groups are responsible for the success and carry responsibility for this process. The focus in the integration process in this thesis is seen in learning the language, work, housing and establishment of contact to the native people. Although the situation of refugees with subsidiary protection in Austria is very individual, there are a lot of similarities. The uncertain residence situation pressurizes the clients, caused fears of the future and integration difficulties particularly regarding work. Further co-operation with authorities and the establishment of contact to the native population are impaired by an information deficit of the population concerning the nature of asylum seeking. Also the bad health condition of the clients and their precarious financial situation affect the entire integration negatively. Frequently getting a job has higher priority than the language courses and the clients have to sell themselves at the job market under their value and education level. Nevertheless the language courses in Vienna and Lower Austria are accepted, but particularly in Vienna they are not sufficiently differentiated. Based on the proposed amendments of the interviewed persons for the improvement of the situation of refugees with subsidiary protection recommendations for action for social work and the policy protection are made.
