o:811 Das Kulturradio, ein Auslaufmodell? de St. Pölten, FH-Stg. Medienmanagement, Dipl.-Arb., 2006 Diese Arbeit beschäftigt sich mit der Frage, ob das Kulturradio ein Auslaufmodell ist. Aber was ist ein Kulturradio? Ein Kulturradio behandelt Themen, die allgemein als kulturelle Themen und Themen mit hohem Anspruch gelten. Grundsätzlich kann man sagen, dass das Programm des Kulturradios auf den drei Säulen Information, kulturelles Wort und Qualitätsmusik basiert. Man kann es auch als Einschaltprogramm bezeichnen, denn die Hörer, die seiner Zielgruppe entsprechen – von Ekkehardt Oehmichen als drei Hörertypen definiert – drehen ihren Sender auch ganz bewusst auf, um zuzuhören. Was könnte ein Kulturradio zu einem Auslaufmodell machen? Aufgrund des hohen Anspruchs, den derartige Sender zu erfüllen haben, ist ihre Programmproduktion viel aufwändiger, als jene der kommerziellen Radios. Daher ergibt sich eine Abhängigkeit von den öffentlich-rechtlichen Rundfunkanstalten, die im Gegensatz zu Privaten aufgrund der Gebühreneinnahmen eher in der Lage sind, so einen Sender zu erhalten. Im Zuge der Interviews mit Vertretern der Sender Ö1, Bayern 2 Radio und dem rbb Kulturradio, kristallisiert sich heraus, dass das Kulturradio solange kein Auslaufmodell ist, solange es erstens das Anliegen (im negativen Fall die Pflicht durch den Programmauftrag) der Rundfunkanstalten ist, so ein Programm zu machen. Weiters muss es einen Konsens in der Öffentlichkeit geben, dafür auch weiterhin Gebühren zu zahlen. Das heißt, das Programm eines Kulturradios muss sich merklich von dem eines kommerziellen Radios unterscheiden. Schließlich müssen Kulturradios auch mit der Zeit gehen, also sich in Zukunft nicht nur auf das reine Senden des Programms konzentrieren, sondern sich auch an die neuen Technologien anpassen – das Radio als multimediales Dienstleistungsunternehmen. Das heißt, das Kulturradio ist solange kein Auslaufmodell, solange es die Rundfunkanstalten nicht selbst dazu machen. This work concerns itself with the question whether the cultural radio is destined for extinction. But what is a cultural radio? A cultural radio concerns itself with topics that are generally considered as cultural topics and topics with high requirement. In principle one can say that the programme of such a radio is based on the three pillars information, cultural word and quality music. It is also possible to call it a “switching on – programme”, because the listeners who correspond to its target group – defined by Ekkehardt Oehmichen as three types of listeners – consciously turn their radios on in order to listen. What could make a cultural radio destined for extinction? Because of the high requirement that such radios must fulfil, their production of the programme is much more extravagant then that of commercial radios. That is why a dependence to public broadcasting corporations exists. Those are rather able to preserve such a radio in contrary to private broadcasters because of the fees they receive. During the analysis of the interviews that were taken with representatives of Ö1, Bayern 2 and the rbb Kulturradio it appears that the cultural radio is as long not destined for extinction as long as it is the request of the public broadcasting corporations (in a negative case the duty because of the programme order they have to fulfil) to make such a programme on one side. On the other side a consensus needs to exist in the public to pay fees for cultural radios. So the programme of a cultural radio must be noticeably different from that of a commercial radio. After all cultural radios have to go further with time and not only concentrate themselves on pure broadcasting of the programme, but also adapt themselves on new technologies – radio has to be a multimedia service enterprise. Cultural radio is as long not destined for extinction as long as the public broadcasting corporations do not lead it there.
